Dealers just tack the $35.00 fee on to the sale and pass on the cost to the buyer. The guys selling the “Saturday Night Special” still won’t require a background check, a waiting period, or any other hair-brained scheme hoop the law abiding are required to jump through. I’m actually surprised there were even 2% rejected applications. Must not have realized their incarcerations removed their rights.
