But if he let Obama’s $400,000 limit proposal come to a floor vote, it would pass because all the Democrats and enough Republicans would vote for it to avoid the cliff.

He just has to face the fact that he has lost, can’t get his way on this, and put the needs of the country over the needs of his party.
