		<description><![CDATA[This is an ad hom argument, but in this case it&#039;s an inductive reasoning.  The Cato Institute is not one for fair and balanced reporting, and I neither know nor care who Timothy Miles is.

I think it&#039;s safe to say that while what they say may be true, it&#039;s been highly cherry-picked to cast matters into a certain light that aligns with their (and, apparently, your) preconceived notions.
