You might care to read the Rob Kezelis article concerning BP&#039;s Whiting oil refinery plant sited on Lake MIchigan with intent to process Canadian tar sands and to expel any effluvient into that lake.  Canada refused to permit BP  to process on their territory; evidently forcing them to pollute elsewhere; i.e., in the U.S.  / : &#124; 

The details are under (c) within his article.  I wasn&#039;t aware that Canadian tar sand material would be exported afar to be processed which doesn&#039;t make sense to me, but evidently Canada wants any pollution downstream from this source of low grade, but plentiful energy supply. Just about anything in our modern era requires a huge amount of freshwater to process.  Canada has plenty, but evidently has drawn the line.  Link to article follows:
