Having a bill and seeing it in action are two very different things. Only when people have seen enough positive anecdotal evidence from friends and family members will they begin to trust the bill. The input of first hand and anecdotal evidence holds even more so if they hear negative commentary because it will simply promote any fears and distrust they already have. That is why Obama will be selling the bill for some time.
