Here's an excellent link concerning the history of the CPSC titled "Toy Story" by Matthew Blake. It's an excellent overview of the history along with its inability to cope with items manufactured in the global marketplace. It seems the agency is understaffed, underfunded and treated like a "red haired stepchild" by legislators.

" ...plenty of companies are performing the expensive tests anyway because retailers require them."

So what's the problem? Parents, just tell the retailers you won't be buying any more Mattel products until they go to truly independent lab testing.

I don't, though, see the problem. If Mattel screws up they will get hammered by the press, by the parents, even by the President. His kids are in the dempgraphic range for Mattel products! The company has every incentive to do it right and no incentive to do it wrong.
