The non-Apologies are just that. They HAVE to say something for one reason or another but, in reality, they don't mean a Word of it.
"If I offended anyone" what kind of apology is that? Of Course you Offended someone, that's why your're supposed to apologize. It is really stupid to say that if the offense was directed at one person.
The apology should be made face to face to the person or persons offended. Then you can go on National Television and do all the Blubbering you want.
The majority of people do not like to admit they were wrong. It is more embarressing to them to apologize then the offense made.
I believe it starts in the home, at young ages. The child is taught to apologize and then everything is okay. There is no meaning attached. If the child accidently breaks a Window or Hits another child with a Bat on purpose, saying "I'm Sorry" is all they are made to do. No punishment is attached, to either. As they get older, they're never taught what should really be done. They become heartless and the victim starts to hate, knowing it wasn't meaningful.
If you're going to non-Apologize, don't even bother. Unless you are truly sorry, then make sure your words mean something.

But that's what punishment is all about. It isn't supposed to be a way of torture, as most "new age" parentwimps are wont to believe, but it's a method of making kids realize the impact of what they did and maybe think about not doing it again.

In the public sector these days though, it seems that all the administration transgressors were brought up by parentwimps, or they're parentwimps themselves, practicing what they preach.

Public figures don't care anymore about what they say, and they'll most likely do the same thing again, over and over.

Useless...
