		<description><![CDATA[It&#039;s surprising to me that other countries, especially the ones we find lacking in democracy and officially take them to task, don&#039;t point out that the US has really fallen down on staying true to its own vaunted ideals. It&#039;s time for international pressure to be brought to bear. Is there any other democracy in the world where 500,000 people are legally and systematically disenfranchised? Simply because it might alter the balance of power between the two political parties? Isn&#039;t that the real reason? Isn&#039;t there an implied racism here because the District of Columbia is predominantly black and would probably elect two black senators in addition to a black congressperson?

I think the UN should also weigh in. 

How about Carter&#039;s foundation gathering signatures from heads of state?
