Russia can't use "disproportionate force" against Georgia and still be welcomed by international institutions, Rice said.

"It's not going to happen that way," she said. "Russia will pay a price."

Perhaps Russia should understand that the use of "disproportionate force" is restricted to a certain administration of a certain country.

The war between America(the Bush team) and Iraq was more "disproportionate" than the war between Russia and Georgia. "Shock and Awe" ran right over Iraq's military opposition. The whole country was taken.

Maybe the Bush team is confused because the Iraq "cake walk" turned into anything but a cake-walk. But that may have more to do with the Bush team's planning and execution than the difficulty of the job.

"Russia will pay a price". That's what she said. But Russia's price is likely to come in well under the price that the Bush team(using America's credit-card) will pay for the Iraq war fiasco.

And it is truly puzzling for the Bush team to invoke the name "international institutions" :

(1) The United Nations placed constraints on ownership of outer space but that did not stop Mr. Bush from claiming ownership of outer space.

(2) The United Nations defined AGGRESSION. That definition fits what the Bush team did to Iraq.

(3) The World Court has defined WAR CRIMES.

But January 20th, of 2009 will relieve the world of the "logic" of the Bush team. And with the calendar ending the rein of the Bush team, that leaves America with a double standard in the management of the impeachment process.

It is not ok to fail to tell the truth about improper touching and that rates impeachment. But Mr. Bush's behavior rates a pass.

High ranking politicians "don't have to do nothing if they don't want to".
